Smoking ban second reading

SIOUX FALLS, S.D. (KELO AM) - An outdoor smoking ban on city property gets second reading Tuesday night at the Sioux Falls City Council meeting and it's passage is in doubt.

Carmyn Egge with Cancer Action Network says the proposed ordinance prohibits all tobacco use, including dip and e-cigarettes, on any outdoor city property.

That would include the sidewalks at the Denny Sanford PREMIER Center, the Arena, Sioux Falls Stadium or city golf courses, city parks; any outdoor city property.

Egge says over 1,300 municipalities have enacted similar ordinances, as close as Lincoln, Nebraska, including some towns in Iowa.  

She says given South Dakotan's support for the indoor smoking ban, she's optimistic that public support for the proposal will be as great.

City Councilor Greg Neitzert is still on the fence.  Neitzert says it isn't a simple black or white issue. He says there are shades of grey, adding that "there are competing goods here, I mean liberty doesn't exist in a vacuum." 

Councilor Theresa Stehly says she will not support anymore restrictions on smoking.

The city Health Department and Parks and Rec worked on the proposal.
