SIOUX FALLS, S.D. (KELO-AM) --The bill wasn't perfect but it was a good start to helping communities dependent on fishing on non-meandered waters in northeast South Dakota.
That's according to Rep. Herm Otten from Tea, who served on the legislature's special committee that drafted the legislation the full body considered Monday in a special session.
Otten adds that without the bill's sunset provision in 2018, it may not have passed.
Otten made his comments Wednesday on The Greg Belfrage Show.
