Tea, SD – On Thursday, August 23 the Lewis & Clark Board of Directors awarded a $9,198,153 contract to Carstensen Contracting of Pipestone, MN for an 11.2 mile segment of 24 inch diameter PVC pipe starting at Beresford and heading east toward the Big Sioux River.  “The bid was $2.6 million below the engineer’s estimate, so great news in terms of stretching our funding as far as possible,” said Executive Director Troy Larson. Construction is anticipated to start this fall and the substantial completion deadline is December 2019.  This is the fourth pipeline contract awarded to Carstensen.

BACKGROUND:

This segment of pipeline is part of what is referred to as the “Iowa Transmission Line.”  It starts at Beresford and ultimately will connect the communities of Sioux Center, Hull and Sheldon.  This fall Lewis & Clark plans to award a contract for 10 miles of 24 inch diameter PVC pipe starting at Sioux Center and heading west, so there will be construction underway on both ends.  When these two projects are completed there will still be 12.6 miles of pipeline in the middle, which includes the Big Sioux River crossing. Because of the higher pressures before and after the river, the 12.6 miles in the middle will need to be steel or another type of material other than PVC.  Future funding levels will determine when that project is awarded. A meter building at Sioux Center, a water tower just east of Beresford, and adding pumps to the Beresford pump station are also needed before water can be delivered through the line. The timelines for those projects are also dependent on future funding levels.
