SIOUX FALLS, S.D. (KELO.com) -- City officials say building a new viewing area where the dangerous foam is often the thickest would provide people, especially kids, a safer experience.
Some City Councilors prefer an independent review before spending money on a lower falls viewing area at Falls Park.
Councilor Pat Starr says, "before we make an investment and add additional features to the park, which I think would enhance our park, we would need a third party assessment."
Councilor Theresa Stehly says 'Bravo' to the city for putting together the safety plan, but agrees with Starr that independent eyes should look at it before spending money.
Councilor Rick Kiley disagrees. He'd like to move full speed ahead on construction of the new viewing area.
"I believe that's a good approach regardless of what a future study might point out. Number one its going to enhance our park so I think that's a good investment."
