Sioux Falls was second on last year's prestigious annual list.
Forbes ranks cities in 14 areas, ranging from job growth to quality of life. Small cities are defined as having populations under 265,400.
Forbes states that “Sioux Falls has transformed itself from an agriculture-based economy to one centered around healthcare and financial services..."
