Council gets earful over proposed apartments near 85th and Louise

Sioux Falls, SD (KELO AM) - An otherwise routine City Council matter turned out to be a hot button issue at Tuesday's meeting when the Council took up the first reading of an ordinance to re-zone land at 85th street and Brett Ave to allow for an apartment complex in the area.

During a nearly hour long public input session several residents expressed concerns about the project, ranging from extra traffic on residential streets to devaluing existing homes. One homeowner estimated that if the proposed building would be at maximum capacity, some 30 vehicles would not be able to park in the lot, forcing more cars to park on residential streets every night. Others expressed concerns for the added traffic along Brett Ave where it connects with 85th. 

One resident called a curve near 88th and Brett "A race track. We often see drivers tear through there without slowing down or having awareness for the safety of others." 

Still other residents expressed concerns for things like vehicle headlines shining into their windows as the cars pull into the complex to park at night, and what the complex will do to property values in the area. 

Another resident spoke from experience after selling a previous home that had an apartment building go up in its backyard. "Our house had a lot of new upgrades to it, and it took over 90 days to sell, where other houses in our area were selling within a week on the market. This is going to tower over our home. I feel like this could really be devastating for us as property owners."

Representatives from Costello Property Management were given time to tell their side of the store later into the input session. Joan Franken, managing director for Costello said the companies plans fit right in with the city's vision for the 85th street area. "Affordable workforce housing should be within close proximity to these retail, services, schools, and employment opportunities, making this a perfect location for an affordable workforce housing complex." She also quoted an Augustana University study which stated the city's need for housing for those making under 50% of the area median income.

The council went on to pass the first reading of the ordinance to re-zone the land on an 8-0 vote. A second reading was scheduled for March 7th.
