Murder charges dropped in Minnesota

SIOUX FALLS, S.D (KELO AM) -  The Ramsey County, Minnesota, State's Attorney's Office dismissed murder charges against a Lakeville man who is thought to have dumped the body of a Vadnais Heights woman somewhere in the eastern Dakotas.  

The woman's body has not been recovered and MInnesota prosecutors dropped the charges, including vehicular homicide, against 51-year-old Timothy Barr.  The charges can be refiled.

Yesterday, Barr pleaded guilty to fleeing police. But Ramsey County prosecutors dropped the other charges.  The court ruled that it doesn't have jurisdiction because there's no evidence the crime were committed in Minnesota.

Investigators say Barr allegedly told two informants that he accidentally ran over Michelle Newell after she stole methamphetamine from him.   Auhtorities suspect Barr left the body in a farm outbuilding in eastern North Dakota or South Dakota.  

The Cass County, North Dakota, Sheriff's Office says Barr and Newell were last seen together at a farm near Embden southwest of Fargo.   Newell was reported missing September 8th.
