SIOUX FALLS, S.D. (KELO.com) -- The City of Sioux Falls proposed safety enhancements at Falls Park include construction of a brand new viewing area for the falls.
City Park Director Don Kearney says the Lower Falls Viewing Area would be where the foam is often the thickest.
"Essentially allows you to experience the foam and the river in those locations, but it will also have a guardrail along it so you can do it in a safe manner."
Earlier this year a five-year-old Iowa girl disappeared in thick foam near The Falls Cafe and drowned.
The proposed safety enhancements also include additional warning signs and perhaps a safety video that would play at the Park Visitors Center.
One idea that has repeatedly been talked about in the Sioux Falls community - fencing off the entire falls area - was not included in the city's proposal.
"There's almost 4,300 feet of fencing that would be required if we were to fence off the entire area within Falls Park, so that's not something we are recommending," Kearney explains.
The proposed safety enhancements now go to Sioux Falls City Council.
