SIOUX FALLS, S.D. (KELO.com) -- City Councilor Theresa Stehly is asking the City's Board of Ethics for an advisory opinion on whether she can circulate petitions for city, county, and state referendums, initiatives, constitutional amendments, or other activities.
She says it is her right as a citizen but that she wants to make sure if she engages in a petition drive that she is not breaking the law or doing something unethical.
Stehly says the previous City Attorney, Dave Pfeifle, cautioned her about getting involved in petition drives. However, she also says he did not cite any laws, ordinances, or ethical rules that would prevent her from doing so.
In the past, Stehly has said citizens have asked her to look into changing the City Charter from the strong mayor/council form of government that governs the City. Sioux Falls changed from the mayor/commission form of government to the current form in 1995.
The Board of Ethics hears Stehly's request tomorrow in the old City Commission Chamber in City Hall at 3:30 p.m.
