SIOUX FALLS, S.D. (KELO.com) -- Sioux Falls City Clerk Tom Greco has responded to City Council candidate Janet Brekke's concerns about his office and transparency.
First, Brekke expressed concern that Greco was no a "certified city clerk." Greco's response:
- The designation is not a requirement for this position although I have every intention of getting it. The International Institute of Municipal Clerks is a professional, nonprofit association that offers a “certified municipal clerk” and a “master municipal clerk” certification. One must be in a clerk position for two years before certification can be considered. I’ve been here 2 years as of this past January. Like many certifications, it requires a good deal of attendance at regional or national conference for continuing education credits.
Second, Brekke indidcated that she thought the City Clerk's authority had been eroded by the current Mayor (Mike Huether) and the previous Mayor (Dave Munson). Greco's response:
- Any changes have occurred prior to my arrival. I simply follow the responsibilities given to me in my job description, the City Charter, Code of Ordinances, and South Dakota law. Any decisions about “power” have always been a matter for the full City Council to consider.
Last, Brekke expressed concern about some documents generated by City government not being filed in accordance with ordinances or past practices. Greco's response:
- My office does not file every document produced by the City. The ones we are required to file, are filed (ordinances, resolutions, minutes, election records, etc…) Filing of records across the City is done in accordance with the City’s record retention schedule, which is based on the State’s municipal record retention schedule, as well as City Ordinance.
