Mickelson out-of-state money ban makes ballot

PIERRE, S.D. (KELO.com) -- House Speaker Mark Mickelson's effort to ban out-of-state money for ballot measure campaigns will itself be on the South Dakota ballot next November.

The Secretary of State's office has certified the petitions for what will be called Initiated Measure 24.

“We reviewed the random sample of signatures, and 81.16 percent were found to be valid,” says Secretary Krebs.

Two ballot measures have now been approved for November. Six more are awaiting review.

Mickelson, a Sioux Falls Republican, says out-of-state groups use South Dakota has a testing ground for their pet initiatives, but don't have to live under the consequences if the voters approve them. He's called it an abuse of the initiated measure process.
