Peaceful ending to Dakotah Lodge standoff

Sioux Falls, S.D. (KELO AM) - The suspect holding a woman inside a room at the Dakotah Lodge on Russell has surrendered without incident.

Police Capt. Loren McManus says 34 year old Troy Chase turned himself in after several hours of crisis negotiations and a total six hour crime spree that began when he broke windows at the Old Courthouse Museum near downtown then stole a woman's car. The woman whose car was stolen told police he forced her out of the vehicle then took off. Police were able to GPS track the car to the Dakotah Lodge. Surveillance footage showed the man entering a room that was occupied by an adult woman and a young girl. 

The girl was released unharmed just before 7pm. Chase kept the woman in the room with him, and then surrendered peacefully just before 8PM. 

Details of what lead to the incident remain unclear, and likely won't come to light until Monday's police briefing. McManus says it's hard to tell what the motivation behind Chase's crimes was. "People can be unpredictable," he said when asked during a media briefing after the incident. 

As it stands, charges against Chase include intentional damage to property, grand theft, and two counts of kidnapping. It's unclear if Chase knew the woman and the girl that he's accused of holding in the room.

Police are working to secure the scene so guests of the Dakotah Lodge can return to their rooms for the night. The hotel was cleared as a precaution during the incident, although it appears that Chase was unarmed during the standoff.

Numerous law enforcement agencies including Sioux Falls Police and Fire Rescue, Crisis Negotiation Unit, and Minehaha County Deputies were on the scene for the duration of the incident.
